My mom is also experiencing knee pain that is behind the knee plus swelling of the ankles. She is 75 yrs. old. What is the cause of this?

You should tell us where is your rash. The distribution of any eruption is useful in identifying its nature. However, eruptions that seem to get worse with water are suggestive of fungal infections. Check for fungus. You may try some of the topical antifungals in a test area and see the response. I hope this helps.
